Although this is a specific question - the general answer is that for this and most political and governmental types of questions - the church does not take a position. 
 
Apart from issues that it considers to be ones of morality, the church usually maintains a position of political neutrality. 
 
Recently there was a study done that indicated that most mormons tend to be conservative. While that may be true as a tendency - the church itself is very careful to try and be politically neutral. There are leaders of the church who are democrats as well as republicans - however for the church itself it is neutral. 
 
There are occasions where the Church believes that the political process steps in to the moral realm - such as with Proposition 8 in California. In such cases the church reserves the right to express its voice and become involved in the political process. But generally these occasions are seldom.
