How do Mormons feel about members who have come into the faith later in life and have tattoos? What should they do in that situation? Especially if they can't afford tattoo removal?

1. Past decisions are past decisions
Members are not prohibited from joining the Church because they got tattoos in the past. You are not required to have them removed especially if you cannot afford those procedures.  
 
The Atonement of Jesus Christ allows all who are willing to repent and follow the standards of Christ to receive forgiveness for all past transgressions.
