I have an interesting questions. We know that the work of the priesthood could not continue without the keys of the priesthood. The Bishop and EQP hold the keys of the ward. If the Bishopric are all away who presides at sacarament meeting? EQP or HPGL ?

If there was a natural disaster and the Bishop got killed – Who would preside in the ward councillours in bishopric or EQP who has the keys of the ward ?

Is this info in any handbook?

1. Keys of the Ward
The keys of the Ward rest soley in the hands of the Bishop. The EQP only holds the keys for the EQ not the Ward. Just like the Deacon's Quorum President holds the keys for the Deacons in the Ward not he Wards.  
 
There should never be a Sunday when the entire Bishopric is out of town, there should always be one member of the Bishopric at the meetings each Sunday. If for some reason the Bishopric was to be incapacitated or killed, I would assume that a member of the High Council or Stake Presidency would preside over the Ward in the mean time.  
 
If that is not able to happen an High Priest would be given the assignment to preside in place of the Bishopric (if no HP are available then an Elder would preside.  
 
The important thing to point out though it that ONLY the Bishop holds the keys to a Ward not the EQP (he only holds the keys for the Elders of the Ward)
