This maybe a "bad" question. But what types of punishment does the mormon church have for mormons who disobey the "rules" of the church?

1. Church Discipline
In situations where grave transgressions have been made the Church does have protocols for disciplinary actions which come in four levels.  
 
1) Revocation of Temple Recommend 
 
2) Removal from leadership positions and/or callings in the Church  
 
3) Disfellowship (you are openly rebuked in front of the membership) 
 
4) Excommunication (removal of Church Membership)  
 
The Church does not use these measures for trivial means though, only the most serious transgressions are grounds for these actions and they can only be invoked by unanimous decision of a disciplinary council called to investigate the situation

2. Discipline in the church
There's no "bad" question here. The church has a few disciplinary actions that it can take towards those those who fall into transgression and disobey the more serious commandments. The actions taken depend on the seriousness of the sin, the conventants that have been violated, the damage that may have been done and the person's willingness to repent. It should be noted that these actions are not intended as punishment, rather they are there to assist a person in the repentance process.  
The most serious disciplinary action is excommunication in which a person's membership in the church is revoked, effectively nullifying their baptism. They are still allowed to attend church services but they are not allowed to have callings, take the sacramement or attend the temple. If a person demonstrates sincere repentance, they may later be allowed to be baptised again and restore their privileges. 
Just below excommunication in seriousness is disfellowship. When a person is disfellowshiped, they retain their church membership but they will not have callings in the church and they won't take the sacrament until they demonstrate that they have sufficiently repented to have their privileges restored. 
For less serious matters, the Bishop may have a person refrain from taking the sacrament for a period of time or other such measures to help a person along with their repentance. All of these actions are focused on just that, repentance. The whole goal of them is to bring a person back in the graces of God. They are not given out in anger but rather they are given with an abundance of love and support. The bishop and others involved will work closely with a person, providing support and counsel to help the person get back on track.
